He explains that with such short exposure time there is hardly any light to capture. So a camera that can record like this is impossible as of now according to what this man said.

He said that they do millions of exposures of the same event with clever synchronization and then take the mountain of data they get from that and compile what they needed out of the mountain into one of these movies.
