One part of the plan is to increase peoples dependence on the government, this tax effectively makes average citizens who earn a living yet recieve the "subsidy" welfare recipiencts which increases their likelyhood to vote labor in as they are financially incentivised to keep them there.

We are alredy under a dictatorship.
The current prime minister Julia Gillard outsted a DEMOCRATICALLY ELECTED leader to gain her current position.
Exactly as dictator!
Of course all the government employees (police, Army etc..) still blindly support them otherwise the paychecks would stop coming.

Doesn't really matter though, either way they will never win the next election.

Keep in mind also that the then opposition leader, Malcolm Turnbull was all for the tax along with KRudd but was shanghaied by a blind stroke of chance that was perhaps the funniest episode in Australian political history.
