Yea, but it's already safe to assume any ingress or egress traffic from any major peering point is already captured. So that kind of makes anything else really irrelevant.

Maybe to flag info so they can query the packets they captured and reshape the traffic. That's what I would do if I was them, and that's what I've done in the past when I've had to do similar for clients I work for (within their private WAN at least obviously).

Mainly I think it's just weather control but in light of all the tornado deaths and destruction from floods and droughts I don't believe it's a "good" thing. I also believe that chemtrails are what's responsible for "global climate change".
