Today I noticed one bum on each street corner of an intersection and wondered. i never see two bums together. Do they fight to own a better street corner? Are there alpha bums who dominant? If one street corner yields more than others, couldn't the government earn money by charging to stand on a street corner? Maybe we could create a Bum Taxation Department?

Bums usually fly solo because they dont want anyone running off with their shit. That and the fact that they lookout for themselves first and foremost.
