A) I believe this is a popular myth. Citizen hunters alone outnumber the combined police and military of the US by over 100 to 1. Sure, in any isolated incident, the govt. can overwhelm the indiviual. The problem would be asymetrical warfare, which any organized military isn't so good at. History is rife with examples of the citizenry handing an organized military its ass in asymetrical conflict. I quite honestly pray to God that something like this doesn't happen here (in the US). Too many good people would get hurt on both sides.

On point A) it probably depends on how well organized the rebels are and whether those in charge of the government are prepared to massacre vast numbers of their own population with mass destructive weapons.

Like you said, lets hope it NEVER happens, especially in the USA.

A lot of information that is intuitively of interest to anyone who really wants to get down to the bottom of this subject is conspicuously difficult to find. Try to find a clear chart comparing violence to poverty and you'll see what i mean.
