Tepco sent out emergency email to follow up.

[Email from Tepco] The bypass of UPS (Uninterruptible Power Supply) was rebuilt from 13:35 to 14:45 of 7/1/2012. At 15:07, they restarted the pump of coolant system for SFP4.

The water temperature was about 42.9℃ (indicated by the provisional thermometer.). UPS will be promptly replaced to be the new one during this week at the soonest.

High level of radioactive cesium detected in Fukushima freshwater fish

The Environment Ministry said Monday it detected 61 to 2,600 becquerels per kilogram of radioactive cesium in 23 varieties of freshwater fish sampled at five rivers and lakes in Fukushima Prefecture between December and February.

After the Fukushima Daiichi nuclear plant crisis, the government reduced the level of radioactive cesium deemed safe for consumption to a maximum of 100 Bq/kg for fish, meat and other food items.

A kind of goby taken from the Mano River in Minamisoma, located north of the crippled nuclear plant, showed 2,600 Bq/kg, according to the ministry.

Progress Report - June 30

-At 10:00 AM on June 29, we started transferring the accumulated water in Unit 6 Turbine Building basement to the temporary tank. At 4:00 PM on the same day, we stopped transferring.

-At 5:16 PM on June 29, we started transferring the accumulated water in Unit 1 Turbine Building basement to Unit 2 Turbine Building basement.

-At 9:54 AM on June 18, Unit 5 Equipment Cooling Seawater System was stopped due to the fix of the strainer drive from June 18 to June 29,*Since Spent Fuel Pool cooling was stopped, cooling at Spent Fuel Pool will be conducted by the residual heat removal system during this period. At 10:34 PM on June 29, we restarted cooling by Equipment Cooling Seawater System since the fix of the strainer drive was completed. (water temperature of spent fuel pool was 29.0 ℃ at the time of starting)
*Though it was scheduled to end on June 28 initially, postponed to June 29.

-On October 24, oil film was found on the accumulated water in the oil retaining wall of temporary oil tank for main transformer in the power plant premise (Wild Bird Forest).Later, since the water level fell in the retaining oil wall due to waste-water treatment and oil absorption treatment, as checking the status of the submerged tank, on June 25 2012, we found oil leak from the bottom of the oil gage of one of 9 tanks and oil level falling of other 4 tanks. Currently no oil leaks as the valve of the oil gage is closed, leaked oil accumulates in the retaining oil wall. The estimated amount of the oil that has leaked from the tank since we found the oil film on the surface of accumulated water in the retaining oil wall is approx.39kl. Oil leaks from other places are under investigation as well.

-Around 6:24 AM June 30, at Unit 4, alarm went off relating to abnormality of spent fuel pool alternative cooling system and the system stopped automatically. We confirmed nothing leaked at the site. We estimated that the water temperature of the spent fuel pool of Unit 4 at the time when the system stopped was approx.31 ℃ and the temperature rising rate was 0.486 ℃/h. We estimated that the water temperature of the spent fuel pool of Unit 4 at the time when the system stopped was approx.31 ℃ and the temperature rising rate was 0.486 ℃/h. As a result of the investigation on the same day, we assumed that there was a trouble with UPS (Uninterruptible power supply system). So, at 1:35PM July 1, we started by-pass working for the UPS which was assumed to have a problem and completed working at 2:45PM on the same day. At 3:07PM on the same day, spent fuel pool alternative cooling system was started and cooling was restarted. The water temperature of spent fuel pool was 42.9℃ when restarting to cool ( figure indicated by a temporary thermometer ). After this we will replace problematic UPSs.

-At 5:16 PM on June 29, we started transferring the accumulated water in Unit 1 Turbine Building basement to Unit 2 Turbine Building basement. At 9:57AM on July 1, we stopped transferring.

-At 3:12PM on June 16, accumulated water transferring from Unit 2 Building basement to the Central Radioactive Waste Treatment Facility (Miscellaneous Solid Waste Volume Reduction Treatment Building [High Temperature Incinerator Building] was started. At 10:11AM on July 1, transferring was stopped.

Upon investigation, it was confirmed that a system trip occurred as a result of UPS failure causing the loss of power supply to the monitoring instrument. The cooling system was recovered by supplying power to the monitoring instrument through a bypass. After replacing the failed UPS, power supply through UPS will be recovered.

20,201 Bq/Kg from vacuum cleaner in Chiba

20,201 Bq/Kg and 14,531 Bq/Kg of cesium was measured from the dust of vacuum. The former one was taken in Nagareyama Chiba, the later one was taken in Ibaraki.

Co-op Joso and National Institute for environmental studies measured dusts in vacuum cleaner in 257 houses of South Ibaraki and North-West Chiba, where are known to be hotspot.
The measurement was done in April 2012.

As a result, they measured 1,956 Bq/Kg of cesium from the dusts in vacuum cleaner at average.

The highest reading was 20,201 Bq/Kg and the second highest reading was 14,531 Bq/Kg, which are beyond the safety limit of 8,000 Bq/Kg, which is allowed to fill land as incineration ash.

TEPCO Sending Quince No.2, Two Packbots to High-Radiation Reactor 1

TEPCO is sending all the survey robots it has in its possession - Quince No.2 and two Packbots from iRobot - probably to conduct the survey in the area of the Reactor 1 building 1st floor where the company is planning to drill holes to conduct an endoscope survey later to probe inside the Containment Vessel (like it has done in Reactor 2).

The robots will enter from the south-east corner entrance. The area has locations with radiation levels exceeding 1 sievert/hour, with the highest 4.7 sieverts/hour. That is where the steam was gushing from in between the floor and the pipe that goes through the floor to the basement.

At 10:26AM on the same day, burn marks were confirmed on the transformer in the control panel. Afterward as a result of on-the-spot investigations by Namie fire station and Tomioka fire station, because the cause or facts could not be identified through visual checks for the appearance of the transformer, on July 3 after removing the transformer, investigations will be conducted again. This event does not cause any radioactive influence to the outside area.

- At 10:11AM July 2, we started transferring accumulated water from Unit 2 Turbine Building basement to the Central Radioactive Waste Treatment Facility (Miscellaneous Solid Waste Volume Reduction Treatment Building [High Temperature Incinerator Building].

- In order to prevent constructional materials of Unit 2 spent fuel pool from corrosion progress or damage the desalination had been carried out (on April 12 the desalination by ion exchange instrument was started) since January 19. As a result, on July 2, we confirmed that chlorine level has fallen from approx.1,350ppm (as of operation start) to approx.11ppm. This led completion of desalination for Unit 2.

- On July 3, sampling was conducted at the charcoal filter and the particulate filter of Unit 2 PCV gas control system.

- On July 2, during the investigation of tanks to check those conditions at Unit 2 Waste Underground Storage Facility Building, the accumulated water was confirmed in the Spent Resin Storage Tank. The dose rate in this building was confirmed as 0.8mSv/h at the upper side of the tank and 20mSv/h or more at the position of 60cm above the water level. It is indeterminable whether this dose rate is affected by the contents of the tank or the accumulated water, therefore the nuclide analysis will be conducted later. There is no possibility of flowing to the outside area because the groundwater level is higher than the water level in this building.

Fukushima plant "great risk": Head of nuclear accident probe panel

The head of a Diet-appointed panel to investigate the Fukushima Daiichi nuclear power plant disaster said Friday that the crippled plant in northeastern Japan remains in a dangerous situation because of its fragile structure.

"Fukushima remains at a very high risk, not only because of the spent fuel issues, but also because of its fragile structure," Kiyoshi Kurokawa, also professor emeritus at the University of Tokyo, told a press conference at the Foreign Correspondents' Club of Japan, noting that another huge earthquake like the one last year may occur off the coast of northeastern Japan again.
