Grid X II : what next?

We've all heard of the planed power grid shutdown scheduled for next month. Canada, USA and Mexico for two days.
What about communications? Phones, internet, landlines? Email? Will they still work?
What if it doesn't come back on? For whatever reason, can't, won't or don't want it on.
what a about all the UN peacekeepers, and foreign troops?They could move at will, be relocated and no one would know.
Two days with no power most food in the fridge will go bad. Can't cook. Not going to buy more as the stores will be closed.
Going to be getting cold too.
Guess they could blame Ison? Or terrorists, or mechanical problems? After all it's just a testBut, many past tests have somehow turned real.
Factor in the possible EBT shutdown.
FEMA region 3.
Things could get ugly, right? Or, is it just me?

NERC conducted the first sector-wide grid security exercise, GridEx 2011, on November 16-17, 2011. The exercise was designed to validate the readiness of the Electricity Sub-sector to respond to a cyber incident, strengthen utilities’ crisis response functions, and provide input for internal security program improvements. The GridEx 2011 after-action report is below.

If it discharges the solar capacitor again and attracts a slow moving CME towards it on or around the 9th, the CME will arrive at Earth around the 13-14th November 2013 the same time as Grid Ex II.
