The following review is interesting, especially in relation to William S. Cohen, US Secretary of Defense under Clinton.

In April of 1997 United States Secretary of Defense William S. Cohen said: "Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves." He made this statement at a conference on Terrorism, Weapons of Mass Destruction and U.S. Strategy in his official capacity as the US Secretary of Defense; thus this can be taken as an official position of the United States. Further he used the word "are," not "could," "might" or "maybe sometime in the future." He further added: "It's real, and that's the reason why we have to intensify our efforts." If the United States Secretary of Defense says that the earth and the sky have been turned into weapons, and are being used as such in present time, I believe we should take this statement very seriously.

In my 1998 book "HAARP: The Ultimate Weapon of the Conspiracy" I used HAARP (the High-frequency Active Auroral Research Program) as a springboard to talk about globalist agendas such as the New World Order and Agenda 21. While there are passing references to Globalism in WEATHER WARFARE I keep such speculation to a minimum. That book was about the "who" and "why" behind the HAARP program, where this book documents the reality of intentional EnMod, and the threat to health and security it poses.

This HAARP reading is mighty suspicious, from August 26. It appears the storm was steered by HAARP:

"August 26, 2012

A shortwave that peaked in six hours has just struck Southern Louisiana. This comes around the same time the swarm of quakes started in Southern California as well.

This is the strongest shortwave reading ever in this project, a solid 10.0 over Southern Louisiana."

Wavelengths -
Shortwaves indicate near events, a high short spike usually means a short term major event is about to happen in that area.
Longwaves and steady increases usually mean a large scale change is developing in the area that will effect a large area's upper level jet stream.

M1 - M2 - Slight change is expected, but overall the weather pattern is not being affected.

M3 - M5 - Change is expected and the reading indicates between then and and a few days it will happen. This is considered a moderate reading, which if a short spike can be a nearby event such as severe weather, unexpected lightning, or a tornado.

M6 - M9 - Significant change is expected. Anything over M7 is rare and special attention must be directed when readings go seven and higher. Severe storms are associated with this reading, which if a short spike can be a nearby event and a long duration and slow build being a large scale change.

M10 - Associated with tornado outbreaks. This also can be strong hurricanes and blizzards.

What, exactly, is a shortwave reading? AND explain how any "shortwave reading", whatever that is, pertains to HAARP.

Please explain in detail, exactly how the chart at your link was derived, what it purports to explain, and the data sets the author used in doing so.

Please divulge the test instrumentation used to determine the " shortwave reading".

I believe HAARP transmissions can be heard somewhere between 2-10 MHZ using any receiver that can be tuned in that range.

I dont really know anything about HAARP, but from being a lifelong resident of SE Louisiana... I do know a little about Hurricanes.

And one thing is, a Hurricane's strength is usually dependent on how low the Pressure is.

Right now, Isaac, has a pressure of 979mb, which is typically the pressure for a Cat. 2 storm.

YET, It is not even a Hurricane yet???
