Most governments ultimately can be summarized as having two core components. The playwright and the actors. The playwright are the individual(s) who are in ultimate control and the actors are those giving the population the perception of choice.

No need to go into any specifics of how the system that gives you the perception of choice works, because it's ultimately just a show.

Well is starts with a Corporate need. They in turn, hire lobbyists who approach members of Congress with money in hand. Congresspeople pretend to be at odds which makes a good show. If they are unable to pass a measure then the President simply needs to issue an dictate, otherwise known as an "Executive Order".

And that, friends, is how a Corporate requirement becomes a Law.
