Ethno-Nationalist/Separatist: regionally concentrated groups with a history of organized political autonomy with their own state, traditional ruler, or regional government, who are committed to gaining or regaining political independence through any means and who have supported political movements for autonomy at some time since 1945.
Single Issue: groups or individuals that obsessively focus on very specific or narrowly-defined causes (e.g., anti-abortion, anti-Catholic, anti-nuclear, anti-Castro). This category includes groups from all sides of the political spectrum.

Actually, the report was clear to call those that are predisposed to support personal liberty or individual liberty as potential terrorists. The definition of terrorism used in the report is:
Quote:The threatened or actual use of illegal force by non-state actors, in order to attain a political, economic, religious or social goal, through fear, coercion or intimidation.
Thus, governments by this definition cannot be terrorists, as they are NOT non-state actors, they are the state.
And those that support personal or individual liberty, but do not engage in threats of actual use of force or acts of coercion are not terrorists, either.
There are numerous ways to support liberty without resorting to acts of aggression.
Withholding one's consent is one of the most effective.

Besides the list of the terrorist threats is much broader that the original post suggests - not limited on right-wingers at all.

I suspect it would depend on the scope of the damage and the intent of the perpetrator. If one home was affected OR it was not done "in order to attain a political, economic, religious or social goal through fear, coercion or intimidation", it would be difficult to consider the act "terrorism".
