As far as i know its allowed anywhere as long as its 500 feet from the nearest house

Virginia requires a minimum of 300 ft from homes when hunting with firearms. The stand you tore down was probably used by a bowhunter. A lot of developed areas now allow bowhunting due to deer overpopulation, especially where deer cause a lot of car wrecks.
So not only did you destroy property and take meat off someones table, the deer he might have gotten could now get someone killed on the road.
