I will tell honest..... we in Russia had difficulties with the Internet
I remember still the teenager of Dial-UP the modem... then the GPRS modem used.... then bought the satellite equipment.... Bought 2 satellite plates on 1,5 meters.... One for the wife to watch TV.... the second aerial used for the asynchronous Internet..... The proceeding GPRS channel.... The entering channel from the satellite.... Cheap tariffs, but very big response.... Then 3G modem.... ADSL a router is now simple while I use. I can suggest to measure speed....

I not too knowledgable in these things, but this is what I was told. The problem may be your phone line is clogged, so the thing to do is unplug it from the modem and let the electrons run out. Should only take a few moments. The person who told me this has over 10 years experience in I.T., so I'm sure he's reliable.
