They do have a Military shuttle.
They do have space penetrator technology.
They do have a need for it as well (given the need to penetrate Nuke bunker sites.)
It doesn't seem that far fetched to me in fact it's very likely

Ascribe to a belief that 'the world must be washed in blood' in order to hasten the arrival of the 12th imam - who will lead a global jihad to slaughter all unbelievers.

Start a nuclear weapons program.

Develop all kinds of missiles and firing platforms, including modified coastal freighters and ICBM missiles, as well as 'super EMP' weapons.

Declare it your sacred mission to annihilate Israel and the US.

It is perfectly obvious that Iran is intending to start WWIII - so that the infidel powers will nuke each other of the chessboard.
