Many are hosted overseas where it's either legal or in a country where they simply don't care and/or won't cooperate with US authorities.

I agree the 'viewers' are culpable, they provide the market for the filthy, disgusting crap.
There needs to be a 2 tier legal penalty also. Young teen abuses are one thing, but the grade school kids- I can't imagine the fear, pain, humiliation and mental problems these poor little children are going through. Death penalty, folks. This is beyond evil.
