World cannot survive 24h without Persian Gulf oil

Commander of Iran's Islamic Revolution Guards Corps (IRGC) naval forces says the world cannot last 24 hours without Persian Gulf oil, stressing that Tehran is fully capable of closing the Strait of Hormuz.

“Today, out of the 1,300 billion barrels of oil in the world, 800 billion barrels are in the Persian Gulf,” said Rear Admiral Ali Fadavi said on Friday, adding that it is impossible to imagine a world without the energy produced in the Persian Gulf region.

Describing Iran as an absolute regional power, Fadavi said the Islamic Republic has had “repeated experiences” in closing the Hormuz Strait, especially during the Iraqi imposed war in the 1980s.

The IRGC navy commander further pointed to US failures in Iraq and Afghanistan, and said the US is incapable of maintaining its own security let alone that of the Persian Gulf.

West readies oil plan in case of Iran crisis

Western powers this week readied a contingency plan to tap a record volume from emergency stockpiles to replace nearly all the Gulf oil that would be lost if Iran blocks the Strait of Hormuz, industry sources and diplomats told Reuters.

They said senior executives of the International Energy Agency (IEA), which advises 28 oil consuming countries, discussed Thursday an existing plan to release up to 14 million barrels per day (bpd) of government-owned oil stored in the United States, Europe, Japan and other importers.

Action on this scale would be more than five times the size of the biggest release in the agency's history -- made in response to Iraq's 1990 invasion of Kuwait.

The maximum release, some 10 million bpd of crude and about 4 million bpd of refined products, could be sustained during the first month of any coordinated action, the plan says.

"This would form a necessary and sensible response to a closure of the strait," a European diplomat told Reuters. "It wouldn't take long to put in place if it was required ... and would be unlikely to prove controversial amongst the (IEA) membership."

A spokesman for the IEA confirmed that the agency has an existing contingency plan that outlines a maximum stock release capability of 14 million bpd for a month. "We're watching the situation carefully," he said of Iran.

EU considers delaying oil embargo against Iran

Diplomats say a planned EU embargo on Iranian oil could be postponed by one year, as crisis-hit EU countries fear an oil price shock. Tehran plays down the embargo threat, citing "divine assistance."

A European Union ban on Iranian crude oil imports was to be formally decided by EU foreign ministers during a meeting at the end of January. However, diplomats in Brussels said on Friday that some EU capitals were pushing for a delay of the embargo to shield their debt-stricken countries from rising oil prices.

"There is a range of ideas, from one month to one year," an EU diplomat, speaking on condition of anonymity, told the Reuters news agency.

Greece, which depends heavily on Iranian crude, was pushing for "the longest 'grace period' on existing oil contracts with Tehran", he said.

Russian warships to visit Syria, Itar-Tass says

Two Russian warships are expected to arrive in Syria on Saturday, the state-run Itar-Tass news agency reported, a visit that will likely be seen as a show of force and a display of support for President Bashar al-Assad's government.

The destroyer Admiral Chabanenko and the frigate Yaroslav Mudry are scheduled to put in at Russia's naval maintenance and supply facility in the Syrian port of Tartus, Itar-Tass cited an unnamed representative of the navy's general staff as saying.

The official said the vessels, part of a group of Russian ships currently in the Mediterranean, were expected to spend several days at the Tartus facility, one of the Russian navy's few outposts abroad.

Britain dispatches advanced warship to Persian Gulf

£1billion Royal Navy ship on mission to combat Iran blockade threat

The Navy's newest and most advanced ship is being sent to the Gulf for her first mission amid heightened tensions with Iran over threats by Tehran to block a busy shipping lane.

Type 45 destroyer HMS Daring, which employs a "stealth" design to help avoid detection, is to join the British presence in the region, the Ministry of Defence confirmed.

Although the deployment of the hi-tech vessel has been planned for more than a year, it comes as Britain and allies have issued clear warnings to Iran over its threats.

An MoD spokesman said: "The Royal Navy has had a continuous presence East of Suez for many years, including the Armilla patrol and its successors since 1980.

"While the newly-operational Type 45 destroyer HMS Daring is more capable than earlier ships, her deployment East of Suez has been long planned, is entirely routine and replaces a Frigate on station."

U.S. warns Latin America against tying itself to Iran

Ahmadinejad to set out for five-day tour to Nicaragua, Cuba and Ecuador.

The United States on Friday urged Latin American countries not to strengthen ties with Iran as President Mahmoud Ahmadinejad prepares to visit the region.

State Department spokeswoman Victoria Nuland told reporters that the Iranian regime is reaching out for friends as it comes under increased international pressure over its nuclear program.

"We are making absolutely clear to countries around the world that now is not the time to be deepening ties, not security ties, not economic ties, with Iran," she said.

Ahmadinejad is expected Sunday in Caracas at the start of a five-day tour which will take him to Nicaragua Tuesday and then on to Cuba and Ecuador.

Experts noted that Iran is reaching out to Latin America, in particular the left-leaning countries within the region, in an effort to side-step economic sanctions and find new markets.

Iran state firm says it owes no oil to Italy

The state-owned National Iranian Oil Company said on Saturday that it does not owe some $2 billion in oil shipments as claimed by Italy, in remarks that could be aimed at undermining EU unity over banning oil purchases from Iran.

Italian oil firm ENI “does not have any specific financial claim on the National Iranian Oil Company,” NIOC’s director of international affairs, Mohsen Qamsari, was quoted as saying by the official IRNA news agency.

His comments ran contrary to statements by Italian officials that ENI was receiving oil shipments from NIOC in lieu of an estimated $2 billion (1.6 billion euros) in debts owed by the Iranian firm.

Italy is said to have signed up to the proposed EU ban on Iranian oil imports on condition that ENI’s oil-for-debt shipments not be affected.

Italian Prime Minister Mario Monti set out that position last week, saying that “the embargo should not include imports that do not give Iran additional financial resources” ̶ implicitly excluding the deliveries to ENI.

India to ask for oil waivers

Meanwhile, India will ask for waivers on new U.S. sanctions on Iran as it seeks to minimize the impact of curbs on oil imports from Tehran, the Times Of India reported on Saturday, without identifying a source for its report.

India’s National Security Adviser Shivshankar Menon met the U.S. ambassador in New Delhi, Peter Burleigh, on Friday, the newspaper reported. Foreign Secretary Ranjan Mathai is expected to discuss the matter further when he travels to Washington.

Turkey to seek US waiver on Iran oil -energy official

Turkey will seek a waiver from the United States to exempt its biggest refiner Tupras from new U.S. sanctions on institutions that deal with Iran's central bank, a Turkish energy ministry official told Reuters on Wednesday.

Turkey's Energy Minister Taner Yildiz said Tupras will continue to buy oil from Iran "until there is a new development".

"Iran is one of the countries Tupras imports oil from. We have not received information on the new sanctions. Tupras continues to buy oil today," Yildiz told reporters.

Iran, Russia Replace Dollar with National Currencies in Trade Exchanges

Iran and Russia have replaced US Dollar with their own currencies in their trade ties, a senior Iranian diplomat announced on Saturday.

Speaking to FNA, Tehran's Ambassador to Moscow Seyed Reza Sajjadi said that the proposal for replacing US Dollar with Ruble and Rial was raised by Russian President Dmitry Medvedev in a meeting with his Iranian counterpart Mahmoud Ahmadinejad in Astana on the sidelines of the Shanghai Cooperation Organization (SCO) meeting.

"Since then, we have acted on this basis and a part of our interactions is done in Ruble now," Sajjadi stated, adding that many Iranian traders are using Ruble for their trade deals.

"There is a similar interest in the Russian side," the envoy stated, adding that that Moscow is against unilateral sanctions on Iran outside the UN Security Council, specially the recent sanctions against Iran's Central Bank (CBI).

"The move (imposing sanction on the CBI) is unacceptable. Russians have clearly announced that they will not accept these sanctions and Iran's nuclear issue is resolvable just through negotiations."

China warns US on Asia military strategy

China's state media have warned the US against "flexing its muscles" after Washington unveiled a defence review switching focus to the Asia-Pacific.

In an editorial, official news agency Xinhua said President Barack Obama's move to increase US presence in the region could come as a welcome boost to stability and prosperity.

But it said any US militarism could create ill will and "endanger peace".

Xinhua said the US role could be good for China in helping to secure the "peaceful environment" it needed to continue its economic development.

But it added: "While boosting its military presence in the Asia-Pacific, the United States should abstain from flexing its muscles, as this won't help solve regional disputes.

"If the United States indiscreetly applies militarism in the region, it will be like a bull in a china shop, and endanger peace instead of enhancing regional stability."
