Looks to me like they're exploiting the poor and vulnerable in the story below. However I could still see them having trouble getting volunteers. Who would want to go near a cop when under the influence? The next step would be to target underage kids and offer them free drugs as the other story suggest. They're not going to cancel the DRE class due to lack of volunteers.

this is all bullshit there is plenty of documented drug studies that demonstrate symptoms of users under the influence
college campuses all across the country have done study after study with every drug imaginable and the texts on it are voluminous,

not to mention the government, the military and private sector studies!
they were all videotaped with medical staff taking every sort of vital statistic they could think of
and this all goes back decades and decades!

no! these law enforcement officials wanted them to do THESE drugs specifically
