Soldier was wearing his uniform. It's a UCMJ Violation to wear the uniform while off-duty, unless ordered to do so. Gas Station owner could have meant that he doesn't serve insubordinate rouge soldiers (ie. the same ones that commit war crimes while in foreign nations)

yeah, i'm starting to think my first hunch was leading in the right direction. so, the soldier in question is AWOL still? and all we've got is the word of some jackass who was waiting in line. what we've got here is a drunk hillbilly, er, 'scuse me, drunk redneck, probably coming out of the american legion there. he's there to buy who knows what, gas or maybe some sunflower seeds because he's been drinking all day and running low on sodium. doesn't hear what he thinks he hears, and ain't nobody gonna convince him otherwise.
