The Qur'an says to refrain from insulting other people's religions and things like that because in response they will attack Islam and muslims, so it is a basic policy suggested by the Qur'an to live in relative peace with people and to maintain peace.

Criminal activity is just that, and if people are behaving differently from what the Qur'an says, then they aren't behaving like muslims.

They should read the Qur'an carefully, and their enemies should use the Qur'an to control their behavior.
