UN, SFOR involved in Bosnian prostitution

SARAJEVO (Reuters) - U.N. police in Bosnia and one member of a NATO-led force have been involved in prostitution and a trade in women that the Balkan country should do more to prevent, a U.N. report said Thursday.
The report accused the authorities of going after the victims of trafficking rather than the true culprits. It said the women are often denied basic legal rights when detained.
``Bosnia-Herzegovina has emerged as a significant destination point for women trafficked from Eastern Europe,'' said the report released by the U.N. mission in Bosnia and the Office of the U.N. High Commissioner for Human Rights.
The two agencies said they had dealt with 40 cases of suspected trafficking of people in the year to March, involving 182 women.
Most were in their 20s but five were under 18.
``The women in these cases were almost all foreign nationals, hailing from five countries -- Bulgaria, Kazakhstan, Moldova, Romania and the Ukraine,'' it said.
``In approximately 14 cases ... there was evidence of complicity by police, mostly local police but also some international police, as well as foreign military (SFOR troops),'' the report said.
``All these groups were implicated as clients, though only local police and one SFOR member were apparently involved in buying and selling the women,'' the report said.

"When I save enough money, I shall open a shop at home, " said Elena, a Ukrainian prostitute working in Bosnia. " I no longer have hopes of getting married but I want to be a good mother to my child."
Elena says she earns 30 German marks for sexual intercourse. She supplements her earnings by cleaning the brothel in which she works.
The sex trade is flourishing in Bosnia. Groups of women are daily smuggled across Bosnia's poorly secured borders, many of them ending up in the republic's brothels.
Most come from poor eastern European countries like the Ukraine, Moldova, Lithuania, Romania and Bulgaria. Many are bought and sold by criminal gangs, paid a pittance - or nothing at all - and live in appalling conditions.
"I am shocked at how many foreign women are being sold here as if they were mere slaves - I have encountered this all over Bosnia, " said the UN Special Envoy to Bosnia Elizabeth Rehn. She made her remarks two years ago, and since then the problem has deteriorated.
Only last month, the UN said Bosnian Serb police rescued 33 women forced into prostitution, in a raid on nightclubs in the town of Prijedor. Some of them were only 14-years-old.

Allegations arise in Portugal that last Friday the committee of Georgia celebrated its stay at the NATO Summit in Lisbon by holding a raucous party with eighty prostitutes in its luxury hotel. Is this how NATO spends its money?
The allegations appear in one of Portugal's main daily newspapers, Correio da Manhã, which claims that the Georgian Committee contracted eighty prostitutes for a raucous party, which went wrong when there was an "incident" with one of the girls, who was identified by the authorities responsible for the security of the event.
The allegations also claim that the party was so noisy that French President Nicholas Sarkozy, staying at the same hotel, complained to the management which was forced to ask the Georgians to make less noise and the party ended earlier than expected.

Prostitutes charge NATO troops more than locals
VILNIUS, Lithuania (AP) — Prostitutes are charging NATO troops dispatched to this Baltic state more than three times as much money as Lithuanian clients, police said Thursday.
In recent days, prostitutes have been arriving in the city of Siauliai, where 100 NATO soldiers are stationed, part of a team to service four Belgian F-16s that patrol the skies above Lithuania, Latvia and Estonia, Police Commissioner General Vytautas Grigaravicius told reporters.
He said that the sex workers were hiking their rates for the Western troops, who come from Belgium and Norway.
"Prostitutes take $35 an hour from Lithuanian citizens, while NATO troops are asked to pay $125 an hour," he said, calling it a clear case of discrimination. Prostitution is illegal in the country of 3.5 million residents.

Human trafficking in Kosovo has seen "a steep rise" since NATO troops and UN administrators took over Kosovo. According to Amnesty International, NATO servicemen and UN staff "generate 80% of the income" for pimps and human traffickers. UN Department of peacekeeping claimed that "peacekeepers have come to be seen as part of the problem in trafficking rather than the solution". Amnesty found no evidence of criminal proceedings against NATO military personnel in their home countries.[3]
