Bills include delivery charges which include a fixed rate per day, different tiers for the first several therms, and a lower rate for the rest, and some “Distribution Adjustment” that is per therm and could be folded into the other rates.

The oil needs refining but the gas is available NOW! Its going to go way down soon...But not oil!
