The state of Israel is using nuclear blackmail against innocent third parties to a hypothetical future war it might fight. It says that if Israel is in a losing war with some nation and its existence is threatened, that it will use nuclear weapons to attack as many innocent, neutral third parties as possible.

Professor David Perlmutter which has been seen as justifying a Samson Option approach:

But Israelis are forgetting one thing - their ability to attack with nuclear weapons, however great, cannot "take down the world" far from it. Even if they manage to hit 30 European cities, Israel will certainly be destroyed. But of course, they say they don't care about that. What they forgot about is Jews that haven't made aliyah. That is part of my proposal. I say, as a deterent for Israel attacking INNOCENT NATIONS who have no part in any war with it, but would suffer from nuclear attack in their insane "sampson option" is the "elimination option". The "elimination option" should involve the quiet cataloging and tracking of Jews living in all countries, to be carried out in a distributed, non centralized way (this way it will be robust against attack or disruption, like the internet or bitcoin). Then, if Israel should carry out its mass murder of innocent people like they threaten above, the "elimination option" should be carried out on all the remaining Jews throughout the world which have been carefully cataloged on that list, so that their psychopathic DNA can never again threaten humankind with nuclear destruction again.
