To be truthful, many of the top breeders in this world are the least able to provide for their families so I am divided on this issue. On the one hand, controlling the population through 'anti-fertility" drugs is much more humane than genocide but to allow the elite to determine who can reproduce is power I don't believe should be relegated to them.
