Just look at the Vision2 initiative.

(We passed an Agenda 21 astroturf initiative in 2005(?) "Vision 2025" which was little more than corporate welfare)

We have a huge Agenda 21 COG here, but their plans don't really jive very much with Agenda 21 other than being very successful in pretending to be grass-roots.
