Well, the consumer internet experience was set up from the beginning to track and market to you.

If you set aside the intelligence agency track/trace/database aspect of it,

you have the W3C, this unelected organization composed of "stakeholders" who set the standards favoring themselves and their commercial track/trace/database activities.

We need legislation that protects us from both:

Intelligence agencies
The stakeholders

There is no such thing as sovereign debt. Nationalize monetary policy at the FED, reinstate Greenbacks.
