I've seen the planes take off from the airport,(I used to work as an airport shuttle driver. They are large grey unmarked cargo planes that took off from the National Guard Base.) I've watched them leave long white trails across the sky, I've seen the haze slowly form from them. The evidence is all around. You just have to look up....

It's not so much "chemicals" as it is tiny reflective particles of Aluminum and Barium, etc. They were discussing its implementation in the early 90's:
