I'd guess that a nuclear reactor could heat up the Gulf floor, and that if you were going to build one on the sly, it'd have to be way off somewhere, like South Korea. How many people, in shifts, does it take to operate a nuclear reactor? Does about 229 people sound right?

Those waves being pictured on the Gulf coast are yellow! I'm getting old now, and all my life I've visited the white sands and clear water at the Gulf. The only time I've seen the water murky was during storm when the bottom is disturbed and the water looks grayish.

Yellow is the color of sulfur.
