BEIRUT, June 26 (Reuters) - Syrian President Bashar al-Assad declared on Tuesday that his country was at war and ordered his new government to spare no effort to achieve victory, as the worst fighting of the 16-month conflict reached the outskirts of the capital.
Video published by activists recorded heavy gunfire and explosions in suburbs of Damascus. A trail of fresh blood on a sidewalk in the suburb of Qudsiya led into a building where one casualty was taken. A naked man writhed in pain, his body pierced by shrapnel..."

UN mission in Syria to stay suspended
June 26, 2012
The United Nations monitoring mission in Syria will remain suspended because of the mounting conflict, a top UN official told the UN Security Council on Tuesday.
Diplomats at a closed Security Council meeting quoted Herve Ladsous, UN peacekeeping chief, as saying civilians were in "increasing danger" in Syria and "conditions are not conducive to resume operations."

Russia agrees to Syria summit in Geneva

Russian Foreign Minister Sergei Lavrov has agreed to attend an international meeting on the Syria conflict in Geneva on Saturday,
Kofi Annan wants to hold the meeting of the major powers in Geneva in a final bid to get agreement on a political transition plan for Syria.
Annan has not yet officially announced the meeting, however, and the comments by Russia's UN envoy Vitaly Churkin are the first sign that it will go ahead.

Nuland rejected Iran's participation, saying: "Given its support for the regime and its continued behavior vis-a-vis Syria, we just don't see it as able to make a helpful contribution right now."
The United States wants to ensure that "all the countries and organizations around the table are committed to the Annan plan [and] are committed to a peaceful, positive transition, and so participation does matter," she said.
