The Dick Act of 1902 also known as the Efficiency of Militia Bill H.R. 11654, of June 28, 1902 invalidates all so-called gun-control laws. It also divides the militia into three distinct and separate entities.

A couple of problems here:

1. Has anyone actually read the TEXT of the Dick Act? I haven't found it anywhere on the 'net. I have a request for an electronic copy of the text out to the Congressional Librarian, but I'm not holding my breath. The bill is listed as being in a "rare book."

2. If Congress tries to use the UN as a basis for any sort of gun control treaty, that treaty would be null and void on its face. The US Supreme Court has long upheld that the Constitution is the supreme law of the land, as noted in Reid v. Covert, 1957. (http://www.law.cornell.edu/supct/html/hi...1_ZO.html)

3. If Congress attempts to pass any sort of gun confiscation legislation, that law would also be null and void on its face, as it violates the Second Amendment.

Unfortunately, it's up to us to do the research ourselves and become the "squeeky wheel", if we have any chance at ensuring Congress does its job as it was instructed to do in Article I of the Constitution.
