if they were doing it to short the average citizen, i think they would buy out more common 9mm, .45acp, .38 spcl, .357 mag etc. i know the .40 s&w has been around for some time, but it's lack of popularity makes it less common. if it were a conspiracy to create an ammo shortage why not eliminate the sizes of ammo that have been tried and tested for generations, that people rely on?

this makes more sense, but seriously...i don't understand government logic...guess it's the same logic i use with the choice of having a handgun and rifle chambered for .357 mag...2 platforms that use the same round...but why the hell would they choose the .40s&w?

They are ordering that size because it is unpopular, so when a gigantic order comes in, the manufacturer will probably have to close down the more popular lines to fill the gigantic government order, otherwise, they would have to hire extra workers.
The .40 hollow points will be of no use to the average citizen, just in case...
Do you know who the manufacturer is?

If TSHTF and America is in full blown anarchy, the government
goes into survival mode.
The government mentality is that they are important.
Not just important, but the most important thing there is.
Up here in the mountains we lost power for a week, thanks to
the windstorm in July.
We had no electricity. We had no telephone. We had no food
or water (except what we had put back).
And.
We had no government.
Nobody killed anybody, or robbed anybody, or beat anybody up.
We all helped each other.
Of all the things I just mentioned that we lost,
what do you think was last on the list of importance?
But the bloodsuckers, the parasites, the leeches who survive
on the labor of the working people,
think we can't do without them.
And they'll make sure that if nobody else survives, they will,
if they have to kill all the rest of us to do it.

You reminded me of the terrible ice storms we had in NYS a few years ago. Up north, the trees froze, took down a massive amount of power lines. People were a very long time without power. Tempers got short, guns came out. Some people felt there area was being overlooked by the power companies, so they would shoot at the NYSEG trucks as they rolled by to other locations .
Yes, when TSHTF, you better believe the guns will once again, come out.

u all do realize that most if not all of this is just being ordered through agencies with money in that area that needs spent then allocated to the military right? every agency has an ammo budget. and a lot of em go unused. if ya don't use em next year u don't get budget. and i wouldn't be surprised if a lot of this stuff ended up in civilians hands or on the open market. it's happened before.

i do not, but my guesses are federal, hornaday, or speer...of course the gov does have their own factories too. don't get me wrong, i'm not saying the .40 isn't useful, just not as popular as other rounds. i used to have a .40 s&w pistol, but found the round to be lacking for my personal taste.

here are some legislative orders in an order that maybe you can see the light of why these agencies have ammo budgets.
■EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.
■EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.
■EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
■EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.
■EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.
■EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

most likely the ballistics 9mm vs. .40 Both have pistol/rifle platforms.
