Blah blah blah bs. Ted Turner and the likes can't even manage their own financial scams. How are they supposed to coordinate genocide?

Nukes are fake or if you still want to believe in them (worship fake talmudic sun gods), they are at least impractical.

Bioweapons are really infeasible, because of combinatory limitations of non-linear mathematics.

Chemical weapons are very unreliable and mostly really overrated as a mass murder weapon.

Oh and not to mention the general chaos, disorder, insurrection, mutiny, factinoalism, and all kinds of assorted technical failure that would ensue in attempting to mount a campaign with reappropriated military forces.
It's really little appreciated just how fragile weapons systems are ENGINEERED to be on purpose in order to prevent their unauthorized use. Think about how spread out geographically tiny little insignificant bits of support of large complex military supply chains are in this country - it's done that way so that factions can't mutiny and cause massive damage.

Actually in order to seize control of significant portions of the military that would be required to be more successful than not in some mutiny against what is left would require you to solve NP hard problems (part of cryptologistics subset of operations research) I don't Teddy is going to be pulling that off.
