I suspect it is in case some of these in the video get loose (you know, like in an earthquake or something)

and start running through the streets creating danger for everyone else.

With these trucks they can be safely caged and transported to a more sutable habitat where they can do less harm, and everyone else can be safe.

I beg to differ. They don't trust you for shit when you're a new recruit. They sure as hell locked the doors when we rode around in the cattle cars. We did have windows, but they were like livestock trailers with a framework inside so you could stand up and hold on.
