It's troop transport. They are caged in with better made roll bars up top. There are hooks running around the outside of the vehicle to lock down tarps on top of the cages for when it rains.
The othere vehicles didn't have the strong roll bars or cage. They were more of a canopy type design.
I've seen them in action as I live a couple miles off a military base.

Those are transport carriers, no cover on them..
Never seen one with a "chicken cage" attached to the bed...
You would never use this in that state without a tarp for inventory transport, But is can be used in that current state for personnel transport..
Problem is that that mesh is so finely punched, that it could not allow more then finger wiggle room in the design..
If this is for troop safety, it's a poor one, because a good Molotov chaser would make short work of anyone in the "cage"...
I'd have to agree this is more for civilian transport usage, wither that be the piss poor cops, or actual average Joe''s/Jane's one can only speculate...
But it is definitely a portable security cage...
I would not like to be in one of those, because it's a BBQ oven waiting to happen...

They know quite correctly that sooner or later this country is going to come apart at the seams and it will be like something out of a movie in it's intensity... Especially around the cities.
And yes, they are preparing.
And yes, so should we.
But I don't think the PRIMARY threat in this is the Government... The big thing to worry about are crowds of rioting idiots, burning and robbing their way across th eland like locusts.
The Government is primarily doing what you would figure they would do to try to keep a lid on it, and to prevent the entire country from dissolving in a worst case scenario.
And NO I don't exactly agree with what will probably happen either, but one thing that all large beaurocratic entrenched organizations (like the U.S, Government) do BEST is cover their own ass and preserve their power structure.
It's the way it is.

And the worst part about it, is riots usually happen in the neighborhoods where poor people live. They never take it to the gated communities.

I got a forwarded email last night from someone, and like the person who sent them to me, I have NO idea what they are.

As with any sort of cage-like apparatus, it all depends on which side the locks are on.
They look like the perfect unit for rounding up civilians. But just the same, they could also be used for troop transport in riot areas where rocks and bottles are being thrown. The problem I have with the latter theory though, is that they could easily be burnt up by Malatov's.

Note that this unit is NOT used by the US military. So it is either ready to be used by Homeland Security, or they are indeed being shipped elsewhere.
The paint scheme suggests that they may be being sent to Canada, who's military DO in fact use this unit.
The cage is still quite curious though.
