"Nullification", per se is not required--

Only the exercise of a State's right not to implement the Medicaid expansion "required" by the Obama tax.

Hell, even Justices Breyer and Kagan agreed that the federal mandate to expand Medicaid was unconstitutional due to the law's coercive fedguv retaliatory threats. From the syllabus:

Nothing in the decision will stop those States that desire implementation to in fact, implement.

Of course, the decision also prohibits the fedguv from retaliating against those those States (like Ohio, which passed an amendment to their state constitution that says its residents can't be forced to buy health insurance), that do not wish to implement.
