A lot of this stuff was installed 40-100 years ago Most cities have been using Maintenance funds to f*ck off with. Here where I live water mains are leaking under the streets. In the winter it freezes and the streets buckle from the pressure of the ice beneath. The city has no money to repair it all.... this is happening all over the USA.

Now add all the record breaking weather for the last couple of years and more extreme weather expected.

evidently the drought has flooded the main... companies seem to dump chemical waste into drinking water with local government blessings anymore and quite often local governments even fail to treat the water which by law it has to be treated

Weather forecasts look bleak too. We'll see some big city get hit really hard pretty quick, I bet you.

The dry weather can and does I think. Ttpcmasm

As the top layers lose moisture they are losing mass and shrink. But if that were the cause I think it would be getting exponentially worse over time?

I think it will get worse. No one can stop watering their damn lawns! How many cities go on water rations? How many obey them?
