Army capstone and operating concepts must provide guidance concerning how the Army will conduct the range of operations required to defend the republic at home.

In this paper, we posit a scenario in which a group of political reactionaries take over a strategically positioned town and have the tacit support of not only local law enforcement but also state government officials, right up to the governor. Under present law, which initially stemmed from bad feelings about Reconstruction, the military’s domestic role is highly circumscribed.

In the situation we lay out below, even though the governor refuses to seek federal help to quell the uprising (the usual channel for military assistance), the Constitution allows the president broad leeway in times of insurrection. Citing the precedents of Abraham Lincoln during the Civil War and Dwight D. Eisenhower sending troops to Little Rock in 1957, the president mobilizes the military and the Department of Homeland Security, to regain control of the city. This scenario requires us to consider how domestic intelligence is gathered and shared, the role of local law enforcement (to the extent that it supports the operation), the scope and limits of the Insurrection Act–for example maintaining a military chain of command but in support of the Attorney General as the Department of Justice is the Lead Federal Agency (LFA) under the conditions of the Act–and the roles of the local, national, and international media.

Any bets on who's state will be the first? Will they try and do this if the state won't accept the new HC law? It's not too far afield if you think about it.

My bet is on the next natural disaster but then again, I've never met a governor that didn't ask for assistance...so it'll have to be a localized event within a state that goes on for a week or more and "seems" to be getting out of hand.

My bet it will be a state that relies the least on Federal government jobs and largesse. North Dakota comes to minds, and maybe Vermont. It would have to be a state where people have a good handle on their own affairs and are pretty self reliant. It probably won't be a populous state even like Texas, because Texas has too many that are dependent on the Military and welfare for jobs, retirement, etc.

We had a very small sample of Full Spectrum Ops on the 'HomeLand" on Sept 11, 2001 both in NYC and in W.D.C.

Rumsfield told everyone about it.. seems like not many at the time understood about what he declared.

In Full Spectrum you throw everything, including the kitchen sink, at the targeted 'enemy'.

I don't see a scenario where this would happen.
Maybe it is about time something should happen.
But the pro business, anti communism attitude is still strong enough to keep us all living in the corporate world.
The only ones who can rid of us multinationals and their need for government control, are the banks, by letting it all really crash, so we can start over with smaller companies.
But they don't seem to want to do this any time soon.
So until then, no tanks will be on mission inside the US.
