I just looked at a program that shows the moon phases and it shows exactly as the op video. So it is correct. What is wrong?

The shadow coming from the top? Either the Moon shifted considerably or something is going on here...

I saw a video posted on another thread showing the same thing for the 21st. Top half of the moon gone.

When you were a kid, do you ever remember seeing a moon that was halved horizontally, not in vertical in ever smaller "crescents"?
I have only seen the moon with top and bottom darkened in the last few years. I have relatives who have remarked upon how strange it is shaded these days.

"A third of the moon will not give off it's light."

Appears to be fulfilled.

It couldn't be from any sort of changed tilt. That wouldn't make it appear shaded on top. The only way that would happen is if something were blocking it, like the Earth or another object.

What's the moon looking like from down under?

Sure. It matches. What has been intriguing me in the last months is the tilting thing. My whole life the moon looked the same - and i
