No motorized vehicles are allowed in the federal wilderness area and the steep mountainous terrain is still under several feet of snow, making it currently impossible for using pack mules or horses to haul out the carcasses.

Also, the Wilderness Act specifically disallows chainsaws to be used which prevents any option to cut up the carcasses and leave them for wild animals to feed on. How difficult would it be to use crosscut saws to cut up frozen cows?

Given all of the federal restrictions and lack of accessiblity to the dead cows, burning the carcasses seems to be the most resonable way to dispose of the cows.

It shouldn't be that difficult for the Forest Service to narrow down the rancher with a grazing lease for public lands nearby the location of the frozen cows. The rancher should be the one paying for the expense of the disposal of the animals.
