What if that's been the plan all along,.....

Who thinks there are enough worthy of saving anyway?

If you were given the task to find 10% worthy in your own area & all would be spared, but those had to be truly worthy,.... do you think you could find them given a small amount of TIME? A 'deadline',..... that soon after beginning your quest you realize there aren't enough. Would you just give up and try to sway a few you came in contact with to 'do the right thing'?

What would you do once you understood there weren't enough worth saving to save any? Restart is the next option,..... in TIME.

You kinda went right over the point there. The tree makes a sound regardless of if anyone hears it, the Nobody has an influence regardless of whether or not it is noticed.
