Lets say you have very little, how can that be handled?, leave it empty?

Everyone (I hope) has done something, not always for a paycheck. Caregiver, Stay-at-home parent, home-based business, volunteer work either at school, some organization, your place of worship (if you are so inclined).
Stop and think about what you have done, even if it was not for pay, but if it did have an impact or effect, you can count that as experience.
Why should the sky be the limit, when there are foot prints on the moon.

No, don't leave it empty. Start with a good summary of who you are and your goals, then list your work experiance in order, most recent first, then list (highlight) your skills that pertain to your field.
Proficient in Microsoft Access, Word, Excel and Powerpoint applications
Accounts payable and receivable
Highly organized and detailed oriented.
Outstanding Customer service skills.
Ect. Ect..

back on topic. depends on what you are applying for, if you have some exprience you may be able to stretch the truth alittle, enough to get your foot in the door.

A resume need not be organized around work experience, but around skills.
For a young, inexperienced worker, that is what I would suggest.
What skills do you have? Where and how did you acquire them?
Where applicable to what work expericence you have, mention it.
Just a suggestion.

Yeah skills is clearly the key if experience isn't the best
Do they trace if you post a fake job?,
that's why you say just post Volunteering?
I am seeking to expand my work experience they can't see it as negative
that in these hard times people have no experience.

Skills and how the interview goes. If anything they might feel bad if they don't see a long work experience.
I think they just want to know if you went
to school/college, if you're not some criminal, and if you will do what they ask for what they are offering right away.
I think about stuff to much sometimes and forget how this realm works,

Speaking of which, at my recent interview my interviewer gave me a dumb founded look when I presented her with my college transcript. I naturally assumed they would like to see some evidence that your resume isn't bs but i guess not
