Also , like I said Oil traders or other commodity traders can be waiting for something as simple as the DOLLAR exchange rate to hit a specific number before the exchange is made/ or that the commodity in question hits a certain value.

Some times that can take days-even months- and the traders know this and use it to advantage. The ship will literally become an island offshore , never moving.

There are so many circumstances and variables that it would be hard to EVER say for certain why they sit there because in effect they are protected for privacy contractually.

I understand that this may not answer your question but then again maybe it does.

you are so right,the ships wait out there full of oil or gas untill the prices get where they want,in the big gas shortages of the past,ships sat full off cali, texas,and alaska full of oil
