Never mind. I think the Detroit Public television footage was definitely "enhanced," but not for sinister purposes. The image was originally off-center, because they camera they were using was always centered on the Empire State Building. They didn't have time to go set up another camera, they just used the footage that was available. Unfortunately, that put the WTC right at the edge of the image.

according to "top" this video aired on the US PBS network (public braodcasting system) 2 years after the event

But it is still good analysis. The smoke is definitely faked in their footage. This is an incredible video! It raises more questions.
