Ask people to name the key minds that have shaped America’s burst of radical right-wing attacks on working conditions, consumer rights and public services, and they will typically mention figures like free market-champion Milton Friedman, libertarian guru Ayn Rand, and laissez-faire economists Friedrich Hayek and Ludwig von Mises.


James McGill Buchanan is a name you will rarely hear unless you’ve taken several classes in economics. And if the Tennessee-born Nobel laureate were alive today, it would suit him just fine that most well-informed journalists, liberal politicians, and even many economics students have little understanding of his work.

The reason? Duke historian Nancy MacLean contends that his philosophy is so stark that even young libertarian acolytes are only introduced to it after they have accepted the relatively sunny perspective of Ayn Rand. (Yes, you read that correctly). If Americans really knew what Buchanan thought and promoted, and how destructively his vision is manifesting under their noses, it would dawn on them how close the country is to a transformation most would not even want to imagine, much less accept.

That is a dangerous blind spot, MacLean argues in a meticulously researched book, Democracy in Chains, a finalist for the National Book Award in Nonfiction. While Americans grapple with Donald Trump’s chaotic presidency, we may be missing the key to changes that are taking place far beyond the level of mere politics. Once these changes are locked into place, there may be no going back.

An Unlocked Door in Virginia


MacLean’s book reads like an intellectual detective story. In 2010, she moved to North Carolina, where a Tea Party-dominated Republican Party got control of both houses of the state legislature and began pushing through a radical program to suppress voter rights, decimate public services, and slash taxes on the wealthy that shocked a state long a beacon of southern moderation. Up to this point, the figure of James Buchanan flickered in her peripheral vision, but as she began to study his work closely, the events in North Carolina and also Wisconsin, where Governor Scott Walker was leading assaults on collective bargaining rights, shifted her focus.

Could it be that this relatively obscure economist’s distinctive thought was being put forcefully into action in real time?

MacLean could not gain access to Buchanan’s papers to test her hypothesis until after his death in January 2013. That year, just as the government was being shut down by Ted Cruz & Co., she traveled to George Mason University in Virginia, where the economist’s papers lay willy-nilly across the offices of a building now abandoned by the Koch-funded faculty to a new, fancier center in Arlington.

MacLean was stunned. The archive of the man who had sought to stay under the radar had been left totally unsorted and unguarded. The historian plunged in, and she read through boxes and drawers full of papers that included personal correspondence between Buchanan and billionaire industrialist Charles Koch. That’s when she had an amazing realization: here was the intellectual linchpin of a stealth revolution currently in progress.

A Theory of Property Supremacy

Buchanan, a 1940 graduate of Middle Tennessee State University who later attended the University of Chicago for graduate study, started out as a conventional public finance economist. But he grew frustrated by the way in which economic theorists ignored the political process.

Buchanan began working on a description of power that started out as a critique of how institutions functioned in the relatively liberal 1950s and ‘60s, a time when economist John Maynard Keynes’s ideas about the need for government intervention in markets to protect people from flaws so clearly demonstrated in the Great Depression held sway. Buchanan, MacLean notes, was incensed at what he saw as a move toward socialism and deeply suspicious of any form of state action that channels resources to the public.

There's a popular talking point coming from climate change denialists that all people who accept the science and the need to act on it are somehow blinded by faith.

In Australia, climate science contrarian columnists can barely touch their keyboards without typing out the words “global warming faith” or explaining how human-caused global warming is some sort of “new religion”.

This “climate religion” narrative often goes hand-in-hand with another favourite denialist talking point where climate scientists are only doing what they do because there’s a dollar in it.

Presumably the laws of physics, the melting ice sheets, the increasing risk of bushfires, the hottest decades on record and the acidifying oceans are also waiting for their cash.

Maurice Newman, the man hand-picked by Australian Prime Minister Tony Abbott to be the government’s top business advisor, loves both of these debating points.

Newman has described climate scientists as being a “global warming priesthood” and belonging to a new “religion”. In a second opinion column in two weeks in The Australian, Newman repeats his cynicism over the IPCC and climate scientists, describing them as a “cartel” that “will deny all contrary evidence”. Newman even repeats the myth that in the 1970s scientists were certain the world was heading for global cooling, when in fact, as this study shows, a healthy majority of scientific papers were predicting the opposite.

Yet Newman has a deep belief system of his own, having long been associated with a form of “classic liberalism” – a particular world view which advocates small government and low regulation of the activities of businesses.

Not only that, but he is a member of a global society of influential business people, academics and think tank associates known as the Mont Pelerin Society who share the same broad ideology.

The Mont Pelerin Society

The Mont Pelerin Society was established in 1947 by free market economist and philosopher Friedrich von Hayek.

Maurice Newman, a Mont Pelerin member since 1976, has long been an admirer of the work of Hayek and fellow free market economist Milton Friedman, a past president of the Mont Pelerin Society.

Newman was responsible for bringing Friedman to Australia in the mid-1970s, at a time when Newman was helping to set up the Centre for Independent Studies – a Sydney-based free market think tank.

Mont Pelerin’s website explains that while all members don’t agree on everything, “they see danger in the expansion of government, not least in state welfare, in the power of trade unions and business monopoly, and in the continuing threat and reality of inflation.”

The Society, which holds a meeting annually in different parts of the world, also explains how its members see their society “as an effort to interpret in modern terms the fundamental principles of economic society as expressed by those classical economists, political scientists, and philosophers who have inspired many in Europe, America and throughout the Western World.”

To become a member, individuals have to be nominated by a current member and then seek endorsement by the membership committee before being endorsed.

DeSmogBlog has obtained a full list of the society’s members that includes senior representatives of many of the world’s foremost “free market” think tanks actively pushing back on proposed policy solutions to tackle climate change.

The list, from 2010, includes almost 500 people from 52 countries, with the bulk of members coming from the United States and the United Kingdom. The 70-page list includes private contact details. DeSmogBlog has decided to publish only extracts with contact details redacted. UPDATE: DeSmog later published the full Mont Pelerin Society membership list, with personal contact details redacted.

Among the notable members is Charles Koch (list excerpt here), the US oil billionaire who has been a Mont Pelerin Society member since 1970.

Charles and his brother David have used their charitable foundations to funnel tens of millions of dollars into free market think tanks which fight environmental protection and deny the dangers of human-caused climate change.

“We were purposefully misled into believing that his sentencing [in state court] had nothing to do with the federal crimes he committed against me or the other girls.’’

Epstein, now 65, was released in 2009 after serving 13 months.

Wild, who was 14 when she met Epstein, is suing the federal government, alleging that prosecutors kept her and other victims in the dark as part of a conspiracy to give Epstein — described in the lawsuit as “a powerful, politically connected multimillionaire” — one of the most lenient deals for a serial child sex offender in history.

Cernovich, a noted Twitter addict and legal rape advocate, issued this tweet, wherein he made the claim that he was being targeted by accused child prostitution ringleader Jeffrey Epstein. Cernovich’s tweet consisted of a heavily redacted court document that he claimed was “proof” of “secret legal filings” against him.

Unredacted information on the court document included the case number, 1:15-cv-07433-RWS. This case is better known as Giuffre V. Maxwell, and is a suit filed by a woman named Virginia Giuffre against British heiress Ghislane Maxwell, alleging that Maxwell acted as a facilitator and groomer for Jeffrey Epstein’s child prostitution enterprise, and that Maxwell was directly responsible for trafficking the then-underage Giuffre as an unwilling prostitute.

Cernovich inserted himself into this case in January of 2017 when he made a motion to intervene and a motion to unseal previously sealed court documents and exhibits in this case. Cernovich’s claim is that his motion to unseal these items is a purely journalistic investigation, and that it was part of his “quest” to oppose pedophiles. This is, apparently, not the case.

Mark Stokes, executive director of the Project 2049 Institute, a Virginia-based think tank that focuses on national security policy with respect to Asia, says CAIFC’s leadership consists largely of retired (and some current) Chinese military and government officials. Both Russia & China subsequently increased their diplomacy & presence in the Middle East via economic and in Russia’s case , military footprint in Syria. The message to the Arab Leaders was clear. You have alternatives to America. Relations with the Obama administration continued to erode with both Russia and China.

In 2012 Congress passed the Magnitsky Act which President Obama signed. This directly affected for the first time the illegal financial activities of Putin and the Oligharchs that supported him. Vladimir Putin saw this as a direct assault on himself by President Obama & Secretary of State Clinton.

Similarly, the Chinese Government had much to be annoyed about with US policy. Obama, at the urging of SecState Clinton, had begun the Asia Pivot, a refocusing of American economic and military power in the Western Pacific Asia area. China saw this as an attempt to keep them from their rightful place as a Great Power.

In late 2012 Xi Jinping was confirmed as President of China. His first overseas trip was to Russia in early 2013. By this time Vladimir Putin was again President of Russia.

At this point Hillary Clinton had resigned as Secretary of State and President Obama had just started his second term. It must have been obvious to both men that she was preparing to run for President in 2016. This was the nightmare they faced. An American administration that would continue with Obama’s policies of supporting Democracy movements and resisting China and Russia’s ambitions. The genesis of the idea may have started in the years before when they first met. Certainly by 2013 Xi and Putin, I put to you, agreed to work together to actively undermine the United States political process, if for nothing else, to prevent a Democratic successor to Obama. It is important to note that from this time onward Russia and China agreed to dramatically increase cooperation in all areas including Military & Intelligence sharing.

Putin by this time was already well aware that Republican strategist Paul Manafort was working for the then Russian supported Ukraine dictator Viktor Yanukovych. Putin would have also known about Donald Trump and the birther claims he made against Obama and how Obama had humiliated him at the 2011 Press Correspondents Dinner. By Donald Trump’s own admission, he was phoned by Putin in Nov 2013. We don’t know if there was contact between the two men prior to that.

Trump and his adult children had extensive business contacts and interests in both Russia and China. There were multiple leverage points on Trump and his children. Putin also knew Trump had extensive shadow relationships to Russian mobsters. The mark was chosen.

Putin and Xi would have seen the original success of President Obama in the 2008 election was derived in a great part , by the online campaign the Obama Team was able to formulate and that massive influence internet operations had to Obama’s success. This was Putin and Xi’s way in, they saw. A low risk, high gain Hybrid War Operation.



At this point it is instructive to illustrate how China has conducted itself internationally in its own “Hybrid War” tactics, especially since Xi came to power.

Both US and Australian Intelligence agencies have stated that Chinese Intelligence organs use China’s international businesses and nationals to conduct intelligence operations against the West. This includes theft of information and intellectual property, penetration of databases, and influence operations. In the Australian context, this included hacks into several Australian Government databases and servers, use of Chinese students studying in Australia to promote Chinese Government objectives and attempts to influence Australian Government policy through political donations or payments via third parties. In a recent case a member of the Australian Parliament, Sam Dastyari , was found to have received payments from a Chinese national in order to support the Chinese Governments position regarding the South China Sea dispute.

Since Xi came to power these types of operations have been stepped up exponentially.
