Government Shutdown Looms as Senate Republicans Block Debt Ceiling, Funding Bill

Senate Republicans on Monday evening blocked legislation to fund the government over a provision to raise the federal debt limit as partisan clashes threaten a bill to stave off a government shutdown at the end of the week.

After clearing the House last week in a party-line vote, Senate Democrats failed to sway 10 Republicans to reach the 60-vote threshold needed to overcome a filibuster and move forward with the continuing resolution that would, among other things, keep the government funded at current levels through Dec. 3. No Republicans supported the procedural vote.

Monday's unsuccessful vote puts pressure on Democrats to rethink how they'll renew government funding over the next few days. If a short-term plan doesn't clear Congress and get signed into law by midnight Thursday, the government faces a shutdown the next morning.

Democrats are currently in a standoff with Republicans over increasing the debt ceiling through 2022, but failure to do so by mid-October could cause the U.S. to default on its debt.

Republicans are opposed to raising it and have challenged Democrats to do it on their own by including it in their $3.5 trillion reconciliation bill since they can pass it without any GOP votes. But Democrats rebuffed the suggestion since it would put the responsibility solely on them and tacked it on to the continuing resolution to fund the government, which requires bipartisan support to clear the split 50-50 Senate.

"If Republicans follow through with their plans to vote no, they will be on record deliberately sabotaging our country's ability to pay the bills and likely causing the first-ever default in American history," Senate Majority Leader Chuck Schumer of New York said before the vote. "By blocking an extension of the debt limit, Republicans will solidify themselves for a long time as the party of default."

Republicans remain staunchly opposed to increasing the debt limit and say they will back a continuing resolution that only includes government funding and a few other measures that have more bipartisan buy-in. Senate GOP Leader Mitch McConnell of Kentucky cited past examples of the party in power assuming responsibility for extending the country's borrowing limit, but Schumer also pointed to Democrats voting alongside Republicans to raise it under the Trump administration.

"We will support a clean continuing resolution that will avoid a government shutdown, get disaster relief to Louisiana, help properly vetted Afghanistan refugees who put themselves on the line for America and support the Iron Dome assistance for our ally Israel. We will not provide Republican votes for raising the debt limit," said McConnell, who asked for unanimous consent to bring forward a GOP amendment that would take out the debt limit provision and include Iron Dome funding, but Democrats objected.

"Bipartisanship is not a light switch, a light switch that Democrats get to flip on when they need to borrow money and switch off when they want to spend money," he added.

The race to fund the government – and lift the debt ceiling – comes amid other congressional scrambles this week to pass the bipartisan infrastructure bill as well as Democrats' $3.5 trillion legislation for family, education and health programs through the budget reconciliation process.

As of now, the House plans to take up the infrastructure bill on Thursday, pushing back the plan to vote on it on Monday. Meanwhile, the timeline on the reconciliation bill is up in the air. But the path for either is currently uncertain since members of the Democrats' wide-ranging caucus have competing priorities: Moderates want the bipartisan bill first, while progressives seek reconciliation.

To be honest it wasn't just our government your government and 2/3rds of the governments of this world accepted dollars in payment for goods and services.

Even when Nixon detached gold from the dollar completely, the world accepted dollars as payment because OPEC bought their oil in dollars (petrodollar).
