In the US fear of kleptocracy goes back to its founding. In 1785, Benjamin Franklin returned from Paris, where he had served as a representative of American interests. He brought home a bejeweled gift, which incited controversy. The grandest item in his possession, it was a portrait of Louis XVI, outlined by 408 diamonds and stored in a golden case. This present was often referred to as a snuffbox, a name that seemed intended to obscure its grandeur. It symbolized everything that Franklin’s generation despised about Europe and its debasements. There, gift-giving was a standard diplomatic custom. But a gift might cloud the judgment of a public official, and risked undermining the allegiances of the recipient. It represented the possible elevation of personal gain over commitment to the public good.

The perils of corruption were an obsession of the Founders. In the summer of 1787, James Madison mentioned corruption in his notebook 54 times. To read the transcripts of the various constitutional conventions is to see just how much that generation worried about the moral quality of public behavior—and how much it wanted to create a system that defined corruption more expansively than the French or British systems had, and that fostered a political culture with higher ethical ambitions.

In her important history, Corruption in America, Zephyr Teachout, a legal scholar and liberal activist, argues that during the country’s first 200 years, courts maintained the Founders’ vigilance against corruption. For a good chunk of American history, a number of states criminalized lobbying in many forms, out of a sense that a loosening of standards would trigger a race to the bottom. That near-phobia now looks quaint, and also prescient. The political culture, the legal culture, the banking culture—so much of the culture of the self-congratulatory meritocratic elite—have long since abandoned such prudish ways.

The defining document of our era is the Supreme Court’s Citizens United decision in 2010. The ruling didn’t just legalize anonymous expenditures on political campaigns. It redefined our very idea of what constitutes corruption, limiting it to its most blatant forms: the bribe and the explicit quid pro quo. Justice Anthony Kennedy’s majority opinion crystallized an ever more prevalent ethos of indifference—the collective shrug in response to tax avoidance by the rich and by large corporations, the yawn that now greets the millions in dark money spent by invisible billionaires to influence elections.

In other words, the United States has legitimized a political economy of shadows, and it has done so right in step with a global boom in people hoping to escape into the shadows.

American collusion with kleptocracy comes at a terrible cost for the rest of the world. All of the stolen money, all of those evaded tax dollars sunk into Central Park penthouses and Nevada shell companies, might otherwise fund health care and infrastructure. (A report from the anti-poverty group One has argued that 3.6 million deaths each year can be attributed to this sort of resource siphoning.) Thievery tramples the possibilities of workable markets and credible democracy. It fuels suspicions that the whole idea of liberal capitalism is a hypocritical sham: While the world is plundered, self-righteous Americans get rich off their complicity with the crooks.

The Founders were concerned that venality would become standard procedure, and it has. Long before suspicion mounted about the loyalties of Donald Trump, large swaths of the American elite—lawyers, lobbyists, real-estate brokers, politicians in state capitals who enabled the creation of shell companies—had already proved themselves to be reliable servants of a rapacious global plutocracy. Richard Palmer was right: The looting elites of the former Soviet Union were far from rogue profiteers. They augured a kleptocratic habit that would soon become widespread. One bitter truth about the Russia scandal is that by the time Vladimir Putin attempted to influence the shape of our country, it was already bending in the direction of his.

Yachts can also help billionaires avoid other regulations. In 2015, French authorities seized a €26 million Picasso painting from Spanish billionaire Jaime Botín’s yacht, claiming that Botín was attempting to smuggle the painting to Switzerland by private jet in order to auction it off in London. Spanish law prohibits nationals from exporting “any movable property belonging to the Spanish Historical Heritage” without authorization, according to Artnet News. Botín, for his part, argued that he was just sailing his yacht, as one does. But the issue of whether yachts can be used for unsavory purposes like tax avoidance remains.

Andrea Marechal Watson, a freelance journalist who writes about art spaces and has written about superyacht art collections, told me she has heard of instances of people having art auctions on yachts in order to get out of paying the VAT. And, she added, yachts can be an ideal place to store art. “You don’t actually have to go to extra steps to conserve art on a yacht. Yachts are arguably safer and more climate controlled as any luxury home,” she said. “The temperature and humidity are kept constant, and you’ve probably got more people servicing a yacht than you would in a house — very few people have a staff of 50 in a house.” But plenty of yacht owners have crews of 50 or more.

Ultimately, superyachts may actually be the best place to store priceless art. After all, what’s safer, or more metaphorically apt, than hanging your personal Picasso or Basquiat in a floating testament to inequality?

In hindsight, the Climategate hack, clearly timed to disrupt the Copenhagen negotiations, looks like a precursor to the hack that helped shape the outcome of the 2016 election. That’s how John Podesta, the Clinton campaign chairman whose stolen emails were posted on WikiLeaks in the final weeks of the campaign, sees it. The parallels go beyond the hacks themselves. “I think it was the intentionality of influencing the public debate,” he says.

This is an operational unit of information terrorists helping to transform the way Americans consume news in the age of Trump—some of the central nodes that give order to the information deluge and around which bot armies and human amplification networks can be organized, wiped out, reconstituted, and armed for attack.

Because that is what they do: attack. But if you accept the core definition of terrorism as "the unlawful use of violence and intimidation, especially against civilians, in the pursuit of political aims," then there are few terms more apt to describe what this group has unleashed against their fellow Americans.

The cadre coalesced and sharpened its edge starting in 2014 with Gamergate before throwing in with then-candidate Trump. It has promoted toxic conspiracies like Pizzagate and QAnon, and was ever-present around movements from Unite the Right to #releasethememo.

This same information architecture was used to attack Blasey Ford and exonerate Kavanaugh. The attacks on Blasey Ford aimed to discredit and silence her using the same tactics that have been deployed to discredit and silence others over the past few years. As others have come forward to accuse Kavanaugh of wrongdoing—including Deborah Ramirez and Julie Swetnick—they have been similarly harassed and smeared by the same machinery and themes.

Some call this trolling, but that term is far too mild. These are not the proverbial hoodied losers in some basement, engaging with other humans only via videogames and 8chan. This cadre has hundreds of thousands of followers and devotees on Twitter, Instagram, Gab, and other social media, many of whom will post and amplify their views even after the personalities themselves are kicked off the platforms for threats and rules violations. The network also takes advantage of affiliations with increasingly mainstream partisan media outlets that will subscribe to any argument that suits their current agenda.

Ultimately, the followers—who are real people, not bots—are cultivated and activated: They don’t need be told to threaten or harass whoever the new enemy is because they already know their part in the play.

Previous to Trump Reince Priebus had invested over 100 ml in an intense Database operation of their own (RNC) – with real time get out the vote apps that were miles ahead they say of what the Democratic party had at the time. I think this is a very important part of the story rarely approached by journalists. Trump & team would have had to carefully work with Don’s team on that – the RNC with Project Alamo. Don would have needed that technology in play. I have some memes in there on that. The reason I think it is important in the Probe and the taking down of Trump and those involved is Trump accessed that technology that Reince had so carefully developed over the years. Reince was very attached to that, and he wanted more than anything to see it “in operation” to see it work and be a success. He would have had to have worked intensely with Bannon and Parscale and Kushner. In my own mind I picture him having been made “whole” before Bob. Is he a witness for the Mueller probe?

Kushner created 100,000 ads against Hillary. When employed they pointed to websites or video. That’s a lot of ads and a lot of websites to point to. Are we supposed to believe he pulled that out of his hat? – all that coordination and technology at the end. Were those Russian sites Project Alamo pointed to. We already know that plenty in the Trump orb tweeted from the Troll farm – can you imagine what they did behind the scenes in the rooms of Project Alamo. If Michael Flynn and his son and Kelly Anne and Don Jr. out in the opening were tweeting out from a Russian troll farm surely we are standing at the mouth of the cave when all Kushner’s stuff comes spilling out in public view.

So much will remain a mystery until further reveals, but until then you can see the big picture forming. In the end it was psyops warfare using the most personal details of people’s lives (some of it stolen from Facebook) – combined with Artificial Intelligence – that could in a short time – test 1000’s of ads – to a very specific audience in a very specific area until the right response was achieved. This propulsion of thousands of FAKE ADS – 100,000’s of them designed at Project Alamo as well as FAKE news sites – out into the body politic was truly an act of warfare genius. Now new data has opened a small window into Trump’s social-media machinery, and in particular the role played by the now-defunct Cambridge Analytica, a U.K. digital black-ops firm that collapsed this year following revelations that it acquired and used detailed Facebook profile information on 87 million people without their knowledge.

In the wake of the privacy scandal, Trump and Republican National Committee officials have sought to distance the campaign from Cambridge Analytica. But questions persist. Last year, Robert Mueller sought emails between Cambridge Analytica and Trump campaign staffers, and in March Mueller’s team questioned former campaign officials about the U.K. firm’s work for Trump.

A similar probing is playing out in the Senate Intelligence Committee's Russia investigation. As The Daily Beast reported Thursday, Senate investigators interrogated Steve Bannon about Cambridge Analytica behind closed doors last month.

Public statements and insider accounts have painted a muddled and contradictory picture on the key question of whether Trump’s Facebook campaign targeted voters using Cambridge’s vast store of dubiously acquired data, once described by the company as containing 4,000 data points on some 230 million Americans.

Now a New York digital-marketing consultant has unearthed a trove of digital artifacts from Trump’s social-media campaign that provides the first hard evidence that Team Trump made continuous use of audience lists created by Cambridge Analytica to target a portion of its “dark ads” on Facebook. The ads were deployed from July 2016 through the end of the election—and beyond, to the inauguration in January 2017.

A Trump 2016 campaign official confirmed those findings to The Daily Beast, but claimed that Cambridge Analytica built the audience lists from the RNC’s database of voters and not its internal data store.
