And in the end it will.accomplish nothing. It won't change a single vote from hard line Trump supporters and it will just piss off the rest who aren't hard line anti-Trump folks to see more bullshit tactics instead of putting a candidate out there who will actually win on their own merits. Well played, Dems.

RE: The House taking formal steps on an impeachment probe next week
Thread: Why did Mueller choose to end his investigation when he ended it?

This just dawned on me the other day as I was unraveling the mystery of what happened to the FBI counterintelligence investigation. This is just a theory, but I do think it’s correct. Hold on tight.
You might want to start with my Follow the Money and Counterintelligence Investigation threads if you haven’t read those yet. They provide helpful background.

Here’s the key fact: DOJ controls criminal investigations, but does NOT control counterintelligence investigations.
When Barr arrived on the scene, Mueller faced a dilemma. Barr was dead set on protecting Trump and, because Mueller was conducting a criminal investigation and reporting to Barr, Barr could shut Mueller down any time he wanted. So what should Mueller do?
Aha! How about take the case OUTSIDE Barr’s jurisdiction by shutting down the Special Counsel’s office and handing the case off to FBI counterintelligence? Barr can’t shut down FBI counterintelligence. It’s actually a super smart move. Wonder why no one figured it out?
If I’m right, this fits neatly into what appears to be happening with the FBI counterintelligence investigation. It appears that the FBI never stopped investigating Trump. And now it seems that they are cooperating with House Intelligence. See here:

Summary: FBI CI investigation of Trump appears to be ongoing, Wray appears to be cooperating with Schiff, Trump appears to be nervous about what Wray is up to, and Trump forced out his Director of National Intelligence (Coats) who Wray reports to on counterintelligence.

think Barr was shocked when Mueller closed up shop. Pleasantly shocked, but shocked nonetheless. And while Barr was preparing his victory lap summary of Mueller’s report, the FBI was grinding away and completing the case. Bullfrog Bill Barr got outflanked by Mueller!
If my theory if right, that means Mueller was confident that Coats and Wray would bring the case home. So I guess we should be too.

Looks like Barr and Trump figured out recently they’d been duped and moved to oust Coats. Too late you stupid bastards! Mueller did you dirty!!!
It’s probably not a coincidence that most of what Mueller put in his report was public. He had to include that stuff or his report would lack any credibility. But there’s so much he didn’t include and so many roads he appeared to not go down. Holy sh*t! Mueller pulled a fast one!

The more I think about this, the more I think it’s a unifying theory. Volume One of the Mueller Report makes no sense. It draws no conclusions and just seems to stop dead in its tracks with an incomplete story. In reality, Volume One is a baton toss from Mueller to the FBI. Mueller wanted Barr to think the probe was over, but it wasn’t; it was just morphed from a criminal investigation overseen by Barr to a counterintelligence investigation overseen by Coats. The whole point was to sidestep Barr and keep the investigation alive. And it worked!
And the eagle has landed now. I feel very confident that Wray gave the case files to Schiff. When Schiff threatened to subpoena Wray, Wray knew that would be a disaster. Why? Because guess who would defend that subpoena? Bullfrog Bill Barr, that’s who!!!

Wray simply could not allow Schiff to serve that subpoena and bring Barr back into the picture, so he hauled ass to House Intelligence and spilled the beans. They may or may not be done with the investigation, but the cat’s out of the bag now. I bet Wray gave Schiff EVERYTHING! For the record, a lot of the support for what I am saying in this thread (like links to the articles showing where Schiff subpoenaed Wray and Wray capitaulated to stop the subpoena) are embedded in the thread about what happened to the CI investigation, which is linked above.

A potential flaw in my theory has been pointed out. My understanding has been that the FBI Director reports to the Attorney General as a general matter, but to the DNI on counterintelligence. I got that idea from @thejimbaker on Maddow and from here:

Who monitors or oversees the FBI? | Federal Bureau of Investigation
The FBI’s activities are closely and regularly scrutinized by a variety of entities, including Congress, the U.S. Department of Justice, and the Director of National Intelligence.
https://www.fbi.gov/about/faqs/who-monit...es-the-fbi

The FBI website link says: “Within the U.S. Department of Justice, the FBI is responsible to the attorney general, and it reports its findings to U.S. Attorneys across the country. The FBI’s intelligence activities are overseen by the Director of National Intelligence.” Others say the AG oversees all FBI counterintelligence investigations. I have not been able to confirm that. Even if true, it may be possible for the DNI to authorize a special CI investigation. I am out of my depth on that, but in case I’m wrong I didn’t want to mislead anyone.
