I rather go to the mom and pop pizzeria down the street, but I bought a couple Digiornos to keep in the freezer for Blizzard food

Some of it surely does. Pizza Hut Delivery pays their drivers an hourly rate, plus travel expense, plus their drivers get tips which they only purport a fraction of to the government as income. So if Pizza Hut wants to keep their pizza prices as low as possible for competition reasons, the delivery fee is likely a good way to do that.

$30 for a large pizza, minus $4 for the fee leaves $26 for a large pizza. That seems really expensive but I haven't ordered a pizza in a long time like 5 years.
