Yuba county just called, last time i got the cal was the day before paradise burned down, bad feeling now. The call said "Power may be shut off at midnight and --" and the call shut off. It's as if in 25 years CA has forgotten all the goodness of the Reagan era, INCLUDING HOW FIRE PREVENTION WORKS AND PHONE SYSTEMS. God PG and E and their masters need to be humbled.

Wildfire victims and Pacific Gas and Electric Co. bondholders have joined forces in an effort to reorganize the bankrupt utility and wrest control from its current stockholders.

The two groups told PG&E’s bankruptcy judge Thursday they are ready to offer their own proposal that would set aside $24 billion to pay everyone owed money because of fires started by the company’s power lines in recent years, including individual people whose homes burned down and insurance companies.

Their proposal is billions more than what PG&E has said it wants to pay victims as part of its plan to exit bankruptcy. The company has offered to pay individual victims from a trust capped at $8.4 billion and reached settlements with insurers and local governments of $11 billion and $1 billion, respectively.

Bondholders would invest $28.4 billion in exchange for a 58.8% stake in the utility’s parent PG&E Corp., diluting the firms who currently own shares of the company. The investment would fund creation of a $24 billion trust, in cash and stock, to pay claims from various fires in which the company was involved.

The proposed bond plan would pay unsecured note-holders between 98-99 cents on the dollar with new, secured debt. Wildfire claims would be deemed unimpaired and estimated at $16 billion, with a maximum cap of 15% more, and paid in full with cash. The plan would raise $31 billion, with up to $19 billion from a consortium of large bondholders. In return, those investors would get up to 95% of PG&E’s newly restructured equity when it emerges.

It’s a complex plan, but so far, it‘s the only viable solution that has been proposed. It includes $4 billion of new unsecured notes and $5.5 billion of new utility-secured notes to be issued by the restructured firm. The plan looks feasible—it’s already underwritten and gives plenty of cash to wildfire claimants via a $16-18.4 billion trust fund, with an injunction that channels all future claims against it. For existing bondholders, this would be great, since it would cap the fire liability, give bondholders the ability to invest new money in exchange for significant ownership, and allow PG&E to emerge free and clear from this charred mess. For PG&E customers, the bondholder plan would also be good in that it would prohibit the firm from charging higher rates to pay for previous fires.

Major investors in Pacific Gas & Electric (PG&E) on Monday filed a proposed plan of reorganization with the U.S. bankruptcy court in San Francisco, offering up $30 billion in capital including $16 billion to $18 billion earmarked for 2017 and 2018 wildfire claims, according to The Sacramento Bee.
The plan would also rename the embattled utility "Golden State Power Light & Gas Co.," while the parent corporation would be known as "GSPL&G Corp."
The proposal comes just days after Democratic California Gov. Gavin Newsom asked lawmakers to create a "liquidity fund" to help utilities deal with the costs of the state's wildfires. It would not, however, address existing claims.

Creditors of PG&E recently endorsed the recommendations of California's Commission on Catastrophic Wildfire Cost and Recovery, including reforming the state's inverse condemnation liability rules and developing a wildfire fund.

The wildfire fund proposed by Newsom would aim to give utilities better access to capital to address costs, and would be funded by $10 billion in bonds issued by the state's Department of Water Resources. Utilities could be asked to contribute $7.5 billion.
