Poisonings are alternative use of force methods that governments employ to coerce the populace where open methods would be widely condemned. This is to sway the populace one way or another by threat of injury, but remaining anonymous in a official capacity. But, these punishments must also have a signature, so as to 'teach' the wise, and so the punishers - while in a legal sense - would denounce such methods, employ methods to reveal themselves and threaten the populace at-large by implying they are the force behind poisonings, and you best not cross that line.

So, it is through the grapevine and rumors and CT sites that their message is carried. So it is much like a couple of gangsters who are threatening a shop owner unless they pay up. They will point to a unfortunate victim and how his shop burned down, and then pretend to be concerned about the same thing happening to you. And if you pay up, you'll be 'insured against fire.'

So, I think it is terror directed at the government members themselves, and it is largely just a threat, but is attributed as coming from Russia so as it isn't seen as a threat to its own members.
