All rifles can be used for assault. So can sticks and stones.

Banning semiautomatic rifles would not decrease mass shootings. The deranged people who want to kill as many other humans as possible would either get them illegally, illegally modify rifles to shoot semi-auto (or full auto) or they would use something else, like home-made explosives (which can kill crowds of people just as easily).

The Columbine shooters made over 50 home-made explosives.

What's to stop a repeat of the Oklahoma city bombing, except on a school?

Bombs are already illegal and have been for a long time. It hasn't stopped people from making bombs. What does this mean? It means the OP's premise is wrong, and banning weapons doesn't diminish mass murder.

Humans are creative and resourceful. If we have a goal in mind (such as kill as many people as possible) we will find a way to do it. Laws be damned.

The correct response to mass shootings is to permit teachers to CC and stand their ground. This reduces mass shootings by removing gun-free school zones, and it reduces the impact of future mass shootings by allowing teachers to defend their students. Any other answer is wrong.

The usual statistic is that "assault rifles" are used about 1% of murders.

Given that rifles (all rifles) are only used in about 3.8 percent of murders the above statistic is fairly accurate.

It is estimated that there are about 15 million "assault rifles" in America, most sold in the last 2 decades.

So less than one in 100,000 "assault rifles" (probably much less) is used for murder in any given year.
