I agree with everything you've posted. As I mentioned in my reply to Spid, there's zero reasons for Russia to do it this way and many reasons for others to make it look like Russia did it.

Nerve agents are not hard to make in principle, but in practice it takes specialised facilities and training to mix the substances safely. The raw materials themselves are inexpensive and generally not hard to obtain, but the lethality of the agents means they tend to be manufactured in dedicated labs. The main five nerve agents are Tabun, which is also known as GA and is the easiest to make, Sarin, Soman, GF and VX.

The British military facility in Porton Down analysing the nerve agent used in the poisoning of a former Russian double agent serves as a state-of-the-art laboratory specialising in chemical and biological weapons research.

Located just a few miles from Salisbury, the southwestern English city where Sergei Skripal, 66, and his 33-year-old daughter were targeted, is Britain's most secretive and controversial military base.

The Defence Science and Technology Laboratory — its official name — employs 3,000 scientists across a sprawling rural site, and has an annual budget of £500 million (RM 2,711,315,560.00).

It was founded in 1916 to counter German gas attacks in World War I, which initially involved chlorine and then mustard gas and phosgene.

In the 1950s scientists at Porton Down developed non-lethal CS gas, better known as tear gas, as well as the deadly nerve agent VX, according to the BBC.
